Dr Peter Ewen CB

As both the former Engineering Director of Mass Transit Railway (MTR) in Hong Kong and father to a three-year-old, our Lead Consultant Peter has earned his stripes in risk mitigation.

At PHE Complexity Controls, we understand successful risk management strategies require project teams to navigate various stages of increasing complexity. Peter specialises in identifying ways to remove complexity from major projects in order to enable decision-makers to act swiftly to control risks.

As a Member of the Executive Directorate at MTR, Peter was responsible for driving excellence into the corporation’s engineering functions, strengthening controls, Corporate safety, long-term asset replacement and overseeing the procurement and contract administration function.

Prior to his role with MTR, he has experience with Rail Franchising in the Department for Transport and was the Head of Air for Airbus Defence and Space.  However, the bulk of his career was with the Royal Air force where he held various roles including responsibility for procurement and in-service support for all the UK’s large military aircraft, and Executive Officer and Chief Engineer for the RAF.

Beyond his practical experience in the industry, Peter has been recognised by numerous engineering organisations for his exceptional contribution. He is a Chartered Engineer, a Fellow of the Royal Aeronautical Society and holds a Doctor of Philosophy and BSc in Engineering.

Hazel Ewen

Hazel is our Director, bringing years of valuable experience to our clients.

Hazel spent 18 years as an Aero Systems Engineer in the military, serving in many front-line roles in both Northern Ireland and Afghanistan, as well as staff roles in both single-Service and multinational, joint Service/civilian environments.

Her engineering abilities led her to become the Executive Officer (Engineering and Logistics Wing) for Royal Air Force Brize Norton while simultaneously holding the position of Deputy Chief Air Engineer. This role required her to develop the station functional safety management system, demonstrating the high level of expertise which we are now proud to offer to our clients.

Her detailed knowledge of leadership and safety aspects across the industry bring value to our clients and are reinforced with a MSc in Leadership and BSc in Engineering. Hazel is an Incorporated Engineer, and worthy recipient of the 2014 Baroness Platt of Writtle Award recognising engineering excellence in gaining registration, and a Member of the Institute of Mechanical Engineers.

Our environmental pledge

As countries around the world pledge to move towards net-zero carbon targets, we want to help infrastructure businesses ensure they are a part of this sustainable future.

Our goal is to bring together our vast experience within the industry and passion for environmental sustainability.

We are passionate about sustainability in all its forms. From an environmental perspective, we have worked with teams to design and build greener construction solutions; for example, this Zero Carbon Railway Station which not only operates at zero carbon but has also been designed to be built by modular construction and with lightweight structures to minimise the environmental impact.

There are also the long-term financial aspects of major projects that are fundamental to the sustainability of both projects and organisations. Again, we have worked with teams to identify innovative solutions; for example, Dromos Transit which is not only environmentally friendly to operate and build, but also substantially cheaper to maintain and replace, making it an extremely sustainable mass transportation solution.

In making solution selection, we help provide accurate assessment of the full through-life costs, taking account of considerations such as ‘Brownfield’ factors. Optimising asset management is another way in which we support sustainability, where the use of predictive maintenance and data analytics can provide not just a more reliable service, but also a safe extension to asset replacement periods thereby saving costs and minimising the environmental impact caused by manufacture.
